Hand out sidewalk chalk

We already did this ( Sidewalk chalk 8/30 ) with 1,100 sticks of chalk. It was a huge success. We could do it again elsewhere (Chauncey) and in the Spring.

Do this in the fall (during BGR week and the first week of classes) to recruit freshmen into CIA.
